Every country has its own rhythm of infrastructure development, but Saudi Arabia presents a particularly distinctive set of challenges and opportunities for FTTH programme delivery. Having spent a decade leading project controls for the STC national FTTH rollout, I learned that the standard project management frameworks — PMBOK, PRINCE2, Agile — all work, but they need to be adapted to the Saudi context in ways that textbooks do not cover.
The Kingdom is not a single market — it is a collection of regional markets, each with its own municipal authorities, its own contractor ecosystem, and its own pace of working. What works in Riyadh does not necessarily work in Jeddah, and what works in the Eastern Province does not necessarily work in Madinah. The project controls framework must be flexible enough to accommodate these regional variations while maintaining programme-level consistency.
Vision 2030 and the Acceleration Imperative
The launch of Vision 2030 fundamentally changed the pace of infrastructure development in the Kingdom. What had been a steady, multi-year rollout suddenly became an accelerated programme with aggressive targets and high political visibility. For FTTH, this meant connecting more homes, faster, with higher quality standards — a triangle of constraints that would challenge any project controls system.
The acceleration imperative means that the traditional sequential approach — design, then permit, then build, then test, then activate — is too slow. Programmes need overlapping phases, fast-tracked permitting, and parallel execution across multiple sites. The project controls system must support this without descending into chaos. The key is clear work package boundaries: even when phases overlap, the acceptance criteria for each package remain absolute. Fast-tracking does not mean skipping quality — it means starting the next phase as soon as the critical-path items from the previous phase are complete, not waiting for every item to be finished.
Municipal Permitting: The Saudi Reality
The municipal permitting process in Saudi Arabia has improved significantly over the past decade, but it remains the single biggest source of schedule uncertainty in FTTH programmes. Each municipality has its own procedures, its own technical requirements, and its own pace of processing. Some municipalities have embraced digital permitting systems; others still rely on paper-based processes with physical visits to multiple offices.
The key to managing this risk is building relationships at the municipal level. A programme that treats permitting as a transaction — submit, wait, receive — will always be at the mercy of the process. A programme that invests in understanding each municipality's concerns, building relationships with the decision-makers, and proactively addressing potential issues before they become blockers will move faster. This is not about cutting corners; it is about understanding the system well enough to navigate it efficiently.
In the STC programme, we had a dedicated municipal liaison team for each major city. Their job was not to push permits through — it was to understand the municipal process, build relationships with the officials, and identify potential issues early. When a permit was submitted, the liaison team already knew the likely timeline, the potential issues, and the escalation path. This proactive approach reduced average permit cycle time by approximately thirty percent.
The Contractor Landscape
The Saudi contractor landscape for OSP and FTTH work has matured significantly, but it remains fragmented. There are a small number of large, well-established contractors with national coverage, a larger number of mid-sized contractors with regional strength, and a long tail of small contractors who may be excellent at specific trades but lack the capacity for large-scale work.
The programme structure must match the contractor landscape. Large contractors can handle entire regions with multiple sites, but they need clear scope definitions and strong performance management. Mid-sized contractors are excellent for specific cities or specific work packages, but they need support with programme-level processes and reporting. Small contractors can deliver high-quality work on specific tasks — splicing, for example — but they need to be integrated into a larger management framework.
The mistake I have seen repeatedly is assuming that a contractor who performed well on a small project will perform equally well on a large one. Scale changes everything — the management systems, the quality control, the resource allocation. A contractor's capacity to scale should be assessed before awarding large scope, not after discovering that they cannot deliver.
Climate and Technical Considerations
The Saudi climate imposes specific technical constraints on FTTH construction that affect project controls. Summer temperatures exceeding 50°C limit working hours, reduce productivity, and affect material handling. Cable installation in extreme heat requires special care — fiber cable that is too hot can be damaged during pulling, and ducts that are too hot become brittle.
The project schedule must account for climate constraints. Summer months typically see reduced productivity — not because workers are less capable, but because the physical conditions limit what can be done safely and effectively. The controls system should track productivity rates by season, not just by month, so that baseline expectations are realistic. A productivity rate that is achievable in February may be impossible in July.
Sand and dust are persistent challenges for OSP work. Open trenches fill with sand quickly, requiring more frequent cleaning and inspection. Splicing in dusty conditions requires enclosed environments — a splice van or a temporary enclosure — which adds time and cost. These are not exotic problems; they are daily realities that the project controls system must account for in its baseline planning.
The Workforce Challenge
Saudi Arabia's workforce nationalization programme (Saudization / Nitaqat) is a critical consideration for FTTH programmes. The programme must employ a minimum percentage of Saudi nationals, which means investing in training and development for workers who may be new to the telecom construction industry. This is not a constraint — it is an opportunity, because a well-trained Saudi workforce is a long-term asset for the programme and the industry.
The project controls system should track workforce composition alongside productivity and quality. A programme that is meeting its Saudization targets while maintaining quality and schedule is a success story that resonates with stakeholders at every level. The key is structured training — classroom learning followed by on-the-job mentoring with experienced technicians, with clear competency milestones before independent work is authorized.
The Regulatory Environment
The Saudi telecom regulatory environment, overseen by the Communications, Space and Technology Commission (CST), sets specific requirements for FTTH deployment — technical standards, quality of service metrics, and coverage targets. The project controls system must integrate these regulatory requirements into the programme's acceptance criteria. A site that passes internal quality checks but does not meet CST standards is not complete.
The regulatory environment also includes the broader Vision 2030 mandates around digital transformation and connectivity. FTTH is not just a commercial programme — it is a national strategic initiative. The project controls framework must be able to report not just on programme metrics (homes passed, sites activated) but on strategic metrics (household connectivity rate, digital inclusion, contribution to Vision 2030 targets). This dual reporting — operational and strategic — is what makes FTTH project controls in Saudi Arabia genuinely different from the same work in other markets.
